Wrap Applied to Combative Subject

First came in as a call with someone holding a knife. There were two subjects, one had a pair of scissors I never heard what the other one had. One subject is HMA the other BMA. Police on scene had to wrap one of the subjects. Code 3 Fire department and Medics responding to 800 Shoreline Leadbetter Beach Parking lot.
