Wrong, those are Arizona licence plates. Heavily a chump state.
Larger rental companies in Vegas may be registered owners but license some vehicles in Arizona because it’s a lot cheaper there. They often also don’t charge one way rental fees because tourist either either start in AZ for the Grand Canyon and end in Vegas after their west coast loop or vice versa. Similar to interstate trucking licensing.
Did you look at the photo? It clearly says AZ on it, is purple along the bottom with orange above and several cacti along the horizon. So they are specialized plates so the rental won’t be hassled when in a state that requires 2 plates, ie Nevada where theses vehicles often end up. They are not likely personalized as the numbers show no overtly significant meaning.
Tagdes, the orange is on the bottom because the car is upside down.
