TOT Waiver for Displaced Residents

Is the City/County Waiving the Transient Occupancy Taxes (TOT) for displaced residents that need to rent a hotel room disaster-related moves? Since the TOT’s purpose is to reimburse the local government for expenses related to Non-Residents of this area, why would they not waive this for displaced residents needing a hotel room?
