SANTA BARBARA COUNCIL & ADVISORY COMMITTEE MEETINGS: APR 18

Week of April 18-April 22: SB city council and advisory committee meetings, a heavy schedule ahead, Monday through Friday.  

Santa Barbara city government: https://www.santabarbaraca.gov/gov/default.asp. According to Council dictates: All Santa Barbara city advisory committee meetings now are in-person; only the Council will have a “hybrid” access, in-person and via Zoom, enabling those unable to attend Council meetings in person to speak their concerns via Zoom. Locations: City Council chambers upstairs at City Hall, 735 Anacapa Street; David Gebhard Room, 630 Garden Street, or where noted.

MONDAY, 4/18

Architectural Board of Review (ABR), Consent Agenda, 1 p.m.; Project Design Approval/Final Approval (PDA/FA) 523 Anacapa St; Review after FA, 116 E. Cota St for landscape changes.

ABR, regular meeting: 3 p.m: Agenda: General Plan Amendment to update the Housing Element, presented by Jessica Metzger. Revised PDA 219 E. Haley St.

Single Family Design Board, 11 a.m. Consent, Agenda, David Gebhard Room, Project Design Approval and Final Approval for both: 1709 Bath Street and 1335 W. Valerio Street.

State Street Advisory Committee, 4 p.m.; @ Palm Park Beach House, and streamed live. Agenda: Two items: A. Request for Proposal/Qualification (RFP/RFQ) Status for the State Street Master Plan Action: Staff will provide an update on the RFP/RFQ and the consultant selection process. B. AIASB Design Charrette 2020 Presentation and Discussion.

 

TUESDAY, 4/19

City Council Ordinance Committee: hybrid, City Council Chambers, 12:30 p.m., Agenda, amending MC re animal control; Access

City Council, regular meeting, 2 p.m., hybrid; Agenda, included access instructions and a link to the Council 174-page agenda packet; item 13, setting a date for an Appeal of SFDB for691 Hope Ave.; Item 1tem 14, mid-cycle budget 2023; Item 15, Rent Stabilization, scope of the work.

 

WEDNESDAY, 4/20

Staff Hearing Officer, 9 a.m, DG; meeting cancelled.

Creeks Advisory Committee, 5:30 p.m., DG; Agenda: FY 2023 budget; SB southern coastal creeks’ bioassessment program and summary of the 2021 report.

Airport Commission, 6:00 p.m., Airport Admin. Conf. Rm., 601 Firestone Rd, SB; Agenda: item 9, proposed operating/capital 2023 budget.

 

THURSDAY, 4/21

Water Commission, 9 a.m., the Agenda is not posted as of Sunday, 4/17; noted on last month’s agenda that it is to be by “Zoom webinar”. Check webpage for update.

Planning Commission: 1 p.m., Council Chambers; Agenda: discussion item, Housing Element and Climate Action Plan Update Program EIR scoping hearing.

Arts Advisory Committee, 3:30 p.m, 3rd Thursday, DG Room, is the regularly-scheduled meeting time but there is no agenda posted or notice of meeting cancelled as of 4/17.

Harbor Commission, 5:30 p.m., DG Room; Agenda: item 2, return to in person meeting discussion, items 5, 6: FY 2023 budget (cont.) fees and an outside funding request; item 9, cruise ship discussion.

 

FRIDAY, 4/22

Joint meeting of the HLC and the de la Guerra Plaza Revitalization Design Advisory Committee, not on the City TV schedule. Said to be at 8:30 a.m., at the Public Library, Faulkner Gallery, room reserved 7:30 a.m.-noon. Not listed on the City Calendar or City TV, as of Sunday, 4/17; guessing: The sense of the last, 2/11, dlGPRDAC meeting was to hold a Work Session with the HLC to convince the HLC to change its opinions, for instance, to have the unusual, for an urban plaza unlike a park, “water feature”, a “bubbler” ex-“splash pad”, and other changes, notably. to oppose the presence of any grass. 

1 pm, a joint meeting of the City Council and Community Formation Commission is listed on the City TV programming page but not, as of 4/17, on the relevant webpages.

 

Ahead, times subject to change:

April 28, regular biannual, joint meeting of the planning commission and the city council, probably at David Gebhard Room. Goals of the Housing Element listed on page 3 of the staff report.

BUDGET HEARINGS SCHEDULE, fiscal year 2023, link. These are work sessions and public hearings, with a chance for the public to speak. City Departments will be presenting their annual budgets to the City Council starting in early May with final consideration on June 21.

Not listed is a link to the Ralph M. Brown Act (“Brown Act“), “In enacting this chapter, the Legislature finds and declares that the public commissions, boards and councils and the other public agencies in this State exist to aid in the conduct of the people’s business. It is the intent of the law that their actions be taken openly and that their deliberations be conducted openly.”
