Road Repair Finished on Cathedral Oaks?

On January 30, 2017, a section of Cathedral Oaks Road in western Goleta was closed due to concern that winter storms caused a roadway retaining wall to bulge outward slightly. A portion of the roadway was closed and a detour was established. Meanwhile, bicyclists and pedestrians continued to enjoy the road and adjacent sidewalk. After months of closure, and without fanfare, all barricades have been removed. The road looks exactly the same as before. What exactly transpired?
