Yeah, likely a homeless issue, but that doesn’t make it less of a human tragedy.
It is entirely possible that this was a an attempted homicide. I was present when a homeless man was threatened by some teenage gang bangers that they were going to “come back when [he] are asleep and burn [him] out!” These were obviously recent arrivals of the migrant worker caste, tattooed up and for some reason the illegal mexican nationals feel encroached upon in their newly claimed homeland.
The homeless encampments along this area are numerous and well known to agencies. If these had been cleaned out, the homeless person might not have set himself on fire. Maybe as part of a massive clean up, he could have gotten necessary services. Union Pacific needs to be held accountable for not eliminating these encampments as soon as they are seen. UP personnel see them daily and from what I was told, they do report them………unfortunately, nothing is done. So Goleta, SB, Montecito, etc now have the reputation for almost daily fatalities, not to mention ongoing potential for catastrophic fires along this very important transportation corridor. I watch daily as a growing trash heap building up near the Gail Towbes Dance Studio develops……….it had been cleared but now the mattresses, beach chairs, and trash are once again accumulating in full view from the 101 Las Positas southbound off ramp.
