Have no idea, but can state that if it was in I.V., then no “police” were involved. Sheriffs, maybe? I.V. foot patrol still exists?
And you would be wrong. UCSB Police have statewide jurisdiction. If it’s anything more than jaywalking, which it likely was if they had guns drawn, they can and will pursue people. I’ve seen them do traffic stops clear up at Storke and Hollister.
