Parking Enforcement During the Fiesta Historical Parade
To accommodate the needs of spectators at the Fiesta Historical Parade, the Santa Barbara Police Department will suspend enforcement of 75 and 90-minute curb parking on Friday, August 3, 2018 from 9:00 a.m. to 6:00 p.m. in the areas bounded by the following streets (including the perimeter streets).
This does not apply to City parking lots.
Above the freeway: Valerio Street on the north, Bath Street on the west, and Laguna Street on the east.
Below the freeway: Cabrillo Boulevard on the south, Castillo Street on the west, and Garden Street on the east.
All other parking regulations will be enforced.
Traffic Enforcement during the Fiesta Cruiser Ride
The Santa Barbara Police Department is advising participants of this year’s Fiesta Cruiser Ride to expect enforcement of all bicycle related traffic laws. During past events the Police Department has received complaints from the public about disorderly and hazardous conduct by the bicyclists participating in the ride. Additional officers will be deployed to monitor the event which is expected to take place on Sunday, August 5, 2018. Bicyclists are legally required to obey all traffic laws and violators will be cited, as appropriate. In addition, riding a bike under the influence of alcohol or drugs carries the same legal consequences of driving a vehicle under the influence.
The Fiesta Cruiser Ride, also referred to as the Fiesta Cruiser Run, is an unsanctioned cycling event characterized by a large number of participants occupying the roadway. In the past, some of the participants have disobeyed traffic laws resulting in unsafe conditions for themselves and motorists. Traditionally, the FiestaCruiser Ride begins in the morning in Santa Barbara’s Waterfront area with participants riding to Isla Vista and then returning to the Waterfront mid-afternoon via State Street.
The following are some of the most common bicycle related Vehicle Code violations:
· 21202(a) VC: failure to ride as close as practicable to the right-hand curb, $196.00 fine
· 21453(a) VC: failure to obey red signal light, $490.00 fine
· 22450(a) VC: failure to obey stop sign, $237.00 fine
· 23152(a) VC: riding under the influence, $10k or more
To ensure a safe and enjoyable Fiesta, the Santa Barbara Police Department encourages all motorists, bicyclists, and pedestrians to be courteous and to follow the rules of the road.
Illegal Food Vendor Enforcement during Fiesta
Due to public health concerns stemming from the increasing presence of illegal food vendors around the Old Spanish Days Fiesta parades and venues, the Santa Barbara Police Department, Santa Barbara Parks and Recreation Department, and Santa Barbara County Public Health Department will be strictly enforcing state and local ordinances pertaining to roving food vending during this year’s Fiesta. Violators may be arrested or cited and may have their property, including money, seized as evidence of their illegal activity.
The following is a summary of some of the ordinances that will be enforced; for full descriptions please refer to the respective codes.
Santa Barbara Municipal Code 5.32.040, Permit Required
It shall be unlawful for any peddler or solicitor to peddle or solicit within the City without a permit issued by the Tax and Permit Inspector.
Santa Barbara County Code of Ordinances Section 16-23, Health Permit Required
No person shall conduct, operate, or open to the public any business, occupation, activity, or vending machine, whether or not at a fixed location, without having first obtained a Health Permit.
California Retail Food Code (Health & Safety Code) 114381(a), Permits
A food facility shall not be open for business without a valid permit.
I am calling baloney on “most of the riders” (Fiesta or otherwise) stopping at stop signs. Last time this ride took place I was stuck in the traffic line of cars, cars, cars trying to get through the intersection of Constance and State St. *****Heading east to west and attempting to turn left heading south from State onto Constance became a freakin’ nightmare, with 100s of bicyclists running that stop on the SE corner of State and Constance (riders heading up State, i.e.) and defying drivers to try and cross.
Eventually, when I got to the corner I eased out into the intersection to “take” my turn. Bicyclists were flipping me off, left and right and yelling all kinds of vituperations. Cussing to beat the band. Normally, as bicyclist myself, I stick up for riders and tell everyone they should be thankful that riders are on bicycles instead of in their polluting cars and trucks and SUVs. But the Fiesta riders? Bunch of inconsiderate big babies.
Get a bike and ride you might actually have fun instead of complaining it’s been going on for over 30 years so it must be okay because it happens each year!
Wow. This is gonna require an astounding amount of police presence. I applaud the lifting of 9-6 parking. With the biking, though, how is such a massive mass of bikers going to ride single file? That’s not gonna happen. As for food vendors w/out permits: hooray. Go get ’em. It is fun to see the actual fine amounts for running a red, etc. Now, when some biker or other vehicle operator runs a red right in front of me I can shout out “four hundred and ninety dollars!” as they fly past.
