Odd Hawk Behavior

This Red-shouldered hawk was high in a Monkey Puzzle tree on our property when I observed odd behavior on Friday.

He or she grabbed a “leaf” then let it fall, then grabbed another and another.  Didn’t seem to be nest building and they are carnivores so no dining on plant matter.  Interesting. Any of you ornithologists have a thought?
