New Lights on W. Carrillo Street?

These lights don’t appear to be new, but I just noticed them. They’re at W. Carrillo Street and the freeway. The lenses are colored, right to left: green, amber, amber, red. They’re too far away from the railroad bridge to be for trains. Does anyone know what they’re for?
