ANSWER

The answer is, the ever colorful, instagram worthy, somewhat devisive, Chromatic Gate!  Located at 721 E. Cabrillo Blvd, this eye-catching art piece was designed by Herbert Bayer. It was erected in 1991 at 21 feet in height and 12.5 tons in weight.

Bayer died in 1985 and spent the last years of his life working and living in the Santa Barbara area. The project was funded by the oil and gas company Arco and the little area surrounding the gate is technically called ARCO Circle.
