Live Music Allowed on the Wharf?

Yesterday I was on Stearns Wharf and there was a very large number of people from a religious group performing to live music and handing out pamphlets. I was wondering if live music is allowed and also if putting pamphlets on cars is allowed? Some were also smoking in non-designated smoking areas (but every tourist does that). Also wondering what any other locals thought of all this?
