Helicopter Landing in Stevens Park?

I just saw a yellow helicopter hovering near my house in the San Roque area of Santa Barbara. It made an attempted landing, or at least went beneath the tree line in the neighborhood. City Police and Sheriff both tell me that they know nothing about it. Doe anyone know why this helicopter was hovering and making an attempt to land?
