Has anyone else noticed late-night drag racing on Upper State Street? Is there anything that can prevent this?

Yes, recently, but over the last year far more frequently on Foothill Rd between 154 and Alamar. Usually around midnight. Two cars and more frequently two motorcycles. Neighbors have posted about this on Nextdoor and the police have been notified. Of course there has been no action. There appears to be a “jurisdictional conflict” as 192 is a state highway and SBPD does not have State Street on their maps. ;-(
Years ago they painted start/finish lines for a quarter mile on the westbound lane of Ward Memorial Blvd.
