As Montecito residents begin returning to their homes following the mudslides, property owners, property managers, contractors and laborers are reminded that it is illegal to discharge mud and debris into the sanitary sewer system.
There is a significant amount of mud and debris on private property that needs to be disposed of in a proper and legal manner. Some of this mud and debris is found in water features such as swimming pools, fountains, and ponds. The drains in these features should not be used to dispose of mud and debris as drains empty directly into the sanitary sewer system. Disposing of any liquid or waste not coming from a fixture or drain located inside the home is illegal and in violation of Montecito Sanitary District Ordinance No. 12 and the California Plumbing Code. Violators will be subject to civil citations and criminal charges.
Additionally, discharging mud and debris into the sanitary sewer system can potentially backup wastewater into a home or cause an overflow from the District’s pipeline system,
potentially posing a public health hazard.

I guess its ok to just take it to the beach and just dump it like the County is……. some how its ok for the county but its illegal for everyone else….
The issue is not disposing of the stuff into the creeks or ocean, it is running it into the sanitary treatment plant! Home sewers go there first. Please take a moment to read and another to think before expounding you Tea Party knee jerk reactions.
