The Sheriff’s Coroner has released the identity of the body found in the Santa Barbara Harbor last week.
A body was found by a passerby floating near the boat launch ramp on the morning of July 12.
The Santa Barbara County Sheriff’s Coroner’s Bureau has confirmed the identity of the decedent as 79-year-old William Langdon Proctor of Santa Barbara.
“His death appears accidental; however, the final cause and manner of death are pending,” states Raquel Zick, Public Information Officer of the Sheriff’s Office.

A body was found floating in the water near the Santa Barbara Harbor on Wednesday, reports John Palminteri.
The identity has yet to be released by its believed the male lived on a boat in the Harbor.
The body was located near the boat launch ramp and was pulled onto the walkway by emergency responders.
The cause of death is under investigation by the Santa Barbara Police Department.
RIP sir, a harbor fixture and OG.
What is “OG”?
OG, means “Original Gangster”, originally, but in current form it’s someone who has been around for a long time.
Actually Alex, that would be an “old timer.”
OG refers to someone within a certain community who is well known and has a history doing something. Age doesn’t have as much to do with it as does their presence and contributions. You could have been around a long time but if you aren’t known as a cool person you can’t be OG.

RIP dear Sir!
I remember the charismatic Bill “Dr” Proctor from back in the day when he had a house one the east end of Del Playa in IV when the area was a quiet, shady enclave. He was known for developing a computer system which he called the Annahumper, the circuitry of which dawned upon him while in bed with a woman named Anna. RIP, Bill.
I am another who remembers a Dr Proctor from the days gone by. God Bless him.
