The 2016-17 Santa Barbara County Grand Jury was asked to consider the safeguards in place to ensure that only citizens are able to vote. There has been concern expressed that there may have been a number of non-citizens and other ineligible persons who have fraudulently registered and voted in the recent elections.
Neither the State of California nor Santa Barbara County requires any kind of proof of citizenship to register to vote. Despite the fact that perjury is punishable as a felony, it depends on the honesty of those who declare that they are eligible to vote in the United States. The 2016-17 Santa Barbara County Grand Jury considers this lack of verification to be a flaw in the voter registration process.
The mandate of the Grand Jury is to shine a light on governmental operations within Santa Barbara County. The form and timeframe of the agencies’ responses are required by California Penal Code §913 and §933.05. All Grand Jury reports and responses are posted on the Jury’s website (www.sbcgj.org).
The Santa Barbara County Grand Jury is a basic part of government within the judicial branch. The Grand Jury acts independently, yet is under the general control of the Superior Court Presiding Judge to assure that it acts in accordance with the Penal Code of the State of California.
Trump, it would take a big man to say he is ‘in way over his head’ and resign. The public would think much more of him than him making a clown/fool of himself. There is nothing wrong with our voting system, just the outdated electoral college system.

While not a single vote in California made any difference in TrumP being elected, the Grand Jury is out of line. Their remit is to investigate government operations in accordance with the law. SB County conducts its voter registration and voting in accordance with California Law. GJ is a bunch of busy bodies looking to impose their version of democracy on everyone else, we should censure the lot of them.
