Air conditioner.
Now that I see DeLuxe on the side I believe it’s a Chevrolet.
It’s really an automotive “swamp cooler” that air-conditioned by evaporation of water before the advent of real auto air conditioning. They worked fairly well in dry desert conditions, at least better than just open windows.
Early air conditioner. Put ice in the tube. Air cools as it flows through and enters the window.
Fascinating device. Who da’ thunk it?
You don’t use ice, it’s just filled with a gallon of water and cools as 08:03 am says by evaporation.

Gotta love these pics. My grandparents had the evaporative cooler AND a water bag that was always on the radiator. I’ve never seen one mounted on a rear window, though.
I had a ’70 Plymouth Duster. That was the first and only car I ever ordered equipped to my order from the factory. 318 V-8 plus factory air. I even talked the local dealer (At State and 101 ?) into swapping the standard hubcaps our for a set from a “Gold Duster” they had in stock. I loved that car but it took about three months for it to be delivered.
The Bentley was already shown last month or more…

Last car definatly a first-year 1970 Plymouth Duster (likely W/ 318 V-8 or 225 Slant-6)
