Carrillo-Castillo Commuter Lot Temporary Closure for Cleaning and Repairs

The City of Santa Barbara Carrillo-Castillo Commuter Lot, located at 400 West Carrillo Street, will be temporarily closed from September 21, 2023 to October 9, 2023 for necessary repairs and refurbishment to address deteriorating and unsanitary conditions.

City staff and contractors will be repairing asphalt, repairing damaged water lines and electrical, installing updated signage, power washing and sanitizing, trimming trees, and cleaning debris from landscaping. During this time, all vehicles will need to vacate the lot in order for scheduled work to proceed. Proper noticing has been given to all permitted and unpermitted vehicles within the lot.

The City has been working closely with service providers, including New Beginnings, SB ACT, City Net, and Good Samaritan, throughout this process, as there has been a growing number of people experiencing vehicular homelessness and unsheltered individuals located within this region.

Over the last six months, New Beginnings has directed ongoing outreach to unpermitted vehicle owners in the Commuter Lot about their Safe Parking Shelter and Rapid Rehousing Program. This program provides safe overnight parking to individuals and families living in their vehicle. Concerted outreach has resulted in six successful enrollments from the Commuter Lot to date. City staff have also placed notices on vehicles and spoken directly to vehicle owners about the closure. On the morning of September 21, a bilingual outreach team will be onsite to provide additional assistance to any remaining individuals.

Current commuter permit holders will be relocated to Lot 2 during this time. The Neighborhood Navigation Center, operated by SB ACT on Tuesdays within the lot, will be relocated to the Christ Presbyterian Church at 36 East Victoria Street on September 26 and October 3 from 10 am to 1 pm. The Showers of Blessing program, which is part of the Neighborhood Navigation Center, will be temporarily providing access to showers at Old Mission at 2201 Laguna Street on September 26 and October 3 from 10 am to 1 pm.

All vehicles remaining in the lot after 8 am on September 21, 2023 will be towed and impounded vehicles can be recovered by calling Parking Citations at (805) 897-2360.

  1. I’m sure there are condoms, feces, vomit and urine. The parking lot has places that look like the petri dish of hepatitis A-Z.
    Some homeless have serious, seemingly intractable problems. They still need help and compassion, but they do make it harder for everyone. By everyone, I mean because a few make a filthy mess, the people trying to get their life together have to find somewhere else to go for a while and stability of residence counts a lot in recovery
