What you are describing sounds like a thorough but rather complex set of conditions, and certainly no simple, blanket giveaway, and good to hear incentives are baked into the process. Actually, Detroit is coming back strong in the downtown- but that is not the point. TIF's (Tax increment finance districts) do not hand out money. Also TIF's do not provide any benefits unless there is a redevelopment project which fulfills a revitalization vision tied to property tax deferral. Savvy, capable developers would be all over the opportunity to create Housing, Hotels, Tech Incubators which would make our downtown safer, more sustainable, and livable. As well, a TIF would stimulate owners of empty or distressed properties to improve those and participate in development. One point that is key to a safer downtown- we need young people and eventually their families living in the downtown core to energize and create a mixed use 24 hour environment with retail, jobs, entertainment and housing. The idea of Downtown SB as a '12 hour' outdoor shopping mall is a narrow, antiquated image that has disappeared like large department stores in most cities , large and small. .

Since I went to Cal Poly in the late 70's/early 80's, I've enjoyed driving down Anapamu through the tree tunnel. I remember discussing their ability to survive "between a rock and a hard place" with a landscape architecture student, and we surmised that their days were numbered. They' lasted 40 to 50 years longer than I'd have thought they would. I hope the City can systematically replace removed trees with a species that will be equally majestic (and survive under those tough conditions).
