I recently reported seeing dogs running in an area in Goleta near the 101. Saw a dark colored dog that I thought was going to run on to the highway. Then I saw the tents right in the bushes so assumed this dog belonged to the homeless that are living there. A week later in the same area I saw a white dog running loose, again near this encampment that is on Caltrans property this side of the fence on the 101. I hope something is done about this. I reported this but I still see the encampment. They did major work in the area a few weeks ago but the encampments remain. So sad. This is about 1/2 mile west of the Glen Annie exit so the encampment is right near all the new condos.
Unfortunately the homeless have dogs and many camp near the highways their dogs always get loose or are off leash in the weeds and get hit. I feel the same way you do..
