RogerDressing room peeper in the 900 Block of State Street in a retail clothing store. I heard a call like this the other day, but did not catch the info, all I remember from the other day is he is a white male.

Downtown now reeks of abandonment and neglect and invites even more criminal abuses. Broken window theory is playing out in downtown Santa Barbara. Your demand for the 9.75% city retail tax increase has driven retail sales out to Goleta and elsewhere. Streets now riddled with unsavory low-lifes may well do in the entire operation. How did you let this happen?
