Can County Parking Space be Rented by Anyone?

Can any County resident rent a parking space from the County under its monthly rental program?   If our of area workers can rent a designated parking space from the County at its rate of $75 a month for a space, can residents?  A vehicle residing person could rent or be gifted by a sponsor, use of a monthly parking space, rather than the constant search for a place to park to sleep.   

An article reads:  “The county’s fees for encroachment permits include charging designated car-share parking $75 per month, and outdoor dining is charged $1 per square foot, per month. Scooter and bike-share programs will be charged $5 per square foot monthly for dedicated parking, and an additional $5 per scooter, per month fee, and $1 per bike, per month.”

To avoid discrimination, can anyone rent a publicly owned parking space from County or City?    $75/mo is a deal.

Other questions:  1) Is this $75/mo rate possible because bond financed lots are taxpayer subsidized?; 2) Do bond or loan covenants allow repayment revenues to be generated from any lawful public use?
