There was a young, shirtless dude, quite fit looking, too, with some sort of walking pole and a pack, panhandling at 5 Points Shopping center around 4:30 pm. When he approached me as I sat in my car, I told him that it’s illegal to panhandle in Santa Barbara. Undeterred, he continued on his way, asking more people and I watched as he gave some story to an Hispanic guy who then handed the dude what looked to be $5.00. On and on this guy went, asking people for a handout. He even followed a group of women for some distance. I finally talked with the manager at CVS and he spoke with the panhandler, telling him that security would usher him off the lot, if he didn’t knock it off. I really wish people wouldn’t encourage these beggars by handing them money. Only 20 minutes later I was at Trader Joe’s De La Vina and a very nice, genteel-looking late 60s-early 70s woman with a full granny cart told me she was collecting money to “try and get a hotel room for the night.” After I passed her, the guy (a regular) who stands outside T.J.’s holding a cardboard sign was at his spot. It’s getting so you can’t go anywhere now without being accosted. I wish there was a solution to this problem.

How do you tell a “suspicious male” from another at Ralphs? The entire area is filled with suspicious males.
@8:15 – I don’t see how these people were “accosting” you, and as JQB says, it seems the reverse.
