The suspect, in the [above] surveillance photo and [below] surveillance videos, broke into the Sol Wave water dispensing machine at Santa Cruz Market on W. Montecito Street.

Looks like a repair dude to me. They service them regularly.
One would be surprised how much $$ is in a vending machine several hundred is my guess here.
