The members of the Santa Barbara County Law Enforcement Chiefs (CLEC) Association are unified in our goal of maintaining peace and order throughout Santa Barbara County as we support our local, state and federal Public Health authorities in their efforts to contain the spread of COVID-19.
The Order of the State Public Health Officer, issued March 19, 2020, requires all people living in California to stay home or at their place of residence until further notice. There are limited exceptions. Persons working in the 16 critical infrastructure sectors may continue their work, and residents may leave their homes to obtain food, prescriptions and health care, or go outside for recreation as long as a 6-foot distance between persons is maintained.
It is imperative that our agencies maintain a unified approach in enforcing this important order that has been issued for the safety and well-being of those who live and work in the communities we serve.
We have great concern and empathy for those who are experiencing frustration, financial loss, heightened anxiety and fear during these troubling times. Although this Public Health Order can be enforced through citations or arrests if violated we are encouraging our personnel to educate the public and exercise discretion in obtaining voluntary compliance. Our enforcement posture with members of our communities will be one of collaboration and the encouragement of voluntary compliance whenever possible.
Make no mistake, however, in understanding that we will be steadfast and diligent in seeking out and bringing to justice criminal offenders who attempt to take advantage of this situation.
We are in the midst of an unprecedented public health emergency that is going to strain public health and safety resources, including law enforcement officers.
We are all in this together. We will work together with those who we protect and serve to achieve the best possible outcome.
Together, we will succeed.
@ Adamvant if you want those things for yourself, go ahead and become a police officer. No one is stopping you.
Absolutely NO reason to close beaches and parks. Sure, issue warnings of tickets to people violating the social distance order, but there is no reason everyone else can’t walk with family or alone or even with others walking 6+ feer away. Closing all public places and banning people from even being outside will lead to rebellion against the rules or worse. Be sensible, folks! Be safe and stay apart but do not close public places.

When you declare war on terrorism, (vs an opposing army) it will never end. Hence the “Stop This Endless War” bumper stickers. When you declare “war” on what amounts to the flu (1-2% fatal rate, 80% experience mild symptoms etc etc) that too will never end. These military-esc directives, they will go on and on and on, and in the meantime, everyone will suffer, lose their income, house, etc. Those making these rules are well aware. This is not prevention of a virus, this is theft of basic human rights. The better approach is to isolate the vulnerable, the old and the weak immune systems. A focused approach on a few is always more successful than a “shotgun” approach. Prepare for more and more of a lockdown, this is only the beginning.
And this is EXACTLY what I mean…. You think its ok to go for a drive. And you’re telling the OP its ok to go for a drive. And posting it on Edhat. So now you have all these people who think its ok to “go for a drive”. Then they stop and get gas, see each other, maybe the kids hug each other, or the adults do, because they’re not thinking. Instant transmission. SACJON, I’m sorry, but this is beyond your right to be a selfish jerk. I fought in the army to defend your right to be a dolt, but this situation is supersedes that “right”. Stay the f in your house….
I have a business. I have employees. I had to lay off two employees, so now they have no jobs. Do you think the police really have great concern and empathy for them? Trite, empty and condescending words.
Adamvant – it’s really not law enforcement’s job or duty to have concern for people who lost their jobs due to a global pandemic. Sorry for your employees, but don’t blame the police for any lack of empathy.

Close the Parks & Beach NOW. Issue tickets. Stop being nice. The faster people take this seriously the better. – It’s the only way. Don’t wait until it is too late.
Why close the beaches? Even at midday yesterday I had no trouble staying 20 feet away from all other people.

If you go for a drive, you’ll need to get gas (unless you’re electric). Even still, people in groups have a herd mentality, yet are individually selfish. So they’ll see a few cars and go “Oh, its not THAT big of a deal…” or some other rationalization, then you end up with all these people out. And if it continues, then they’ll enforce a closure by force. Look up the City and County Festival ordinance or whatever its called, and see what the police can enforce. Have some common sense and self control and delayed gratification and stay in your damn house unless you NEED to go somewhere critical.

As my dad said, “at least during WWII we could go out when they weren’t bombing”.
I am going to put this everywhere I can. We do not have 18 cases; I have two in my household!! We have virtually no tests here. That’s what we have. We have been sick with all the symptoms and no it is not the flu. Luckily I have meds due to being related to a doctor. There is no reason to go out to be tested and potentially infect anyone. Media, do not say we have 18 cases and none in the City. I offer you two.
This City has a history of misguided decision making and lots of tolerance for inhumane behavior towards other humans…not dogs, but certainly homeless neighbors. As soon as I am not contagious, I will be out helping. For now someone better wake up the City Council and the County to begin to retrofit their fancy vacant and wasteful rental facilities into make shift hospitals and shelters. Now. It’s no time to discuss and worry about perfect standards and the cosmetics of the properties. Do it now. The tsunami is here. I fear we have the wrong people in charge for the most part. And County, man your hotlines for natural disaster 24/7, as this is one. Somehow during fires no one was there after 5!! This situation is in need of quick, systematic and thoughtful action–now and all day everyday. Many of us can help start a Citizen Volunteer Corp of those of us who later are cured. Test us for antibodies systematically and then give us a stamp or paper and get that in order that now so we can go help. Guide problem how and ask them to sew masks now.

This is not just about staying in and supporting businesses. I have a few resources I built in the past that can be used for the volunteers. I cannot possibly say enough about what we must do now. Later we can look back and understand why appointments and elections can be so crucial and how local dysfunctional systems must be reworked. But for now, public officials: act.
