State Issues Limited Stay at Home Order to Slow Spread of COVID-19

In light of an unprecedented, rapid rise in COVID-19 cases across California, Governor Gavin Newsom and the California Department of Public Health (CDPH) today announced a limited Stay at Home Order requiring generally that non-essential work, movement and gatherings stop between 10 PM and 5 AM in counties in the purple tier. The order will take effect at 10 PM Saturday, November 21 and remain in effect until 5 AM December 21. This is the same as the March Stay at Home Order, but applied only between 10 PM and 5 AM and only in purple tier counties that are seeing the highest rates of positive cases and hospitalizations.

“The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm,” said Governor Newsom. “It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again.”

This limited Stay at Home Order is designed to reduce opportunities for disease transmission. Activities conducted during 10 PM to 5 AM are often non-essential and more likely related to social activities and gatherings that have a higher likelihood of leading to reduced inhibition and reduced likelihood for adherence to safety measures like wearing a face covering and maintaining physical distance.

“We know from our stay at home order this spring, which flattened the curve in California, that reducing the movement and mixing of individuals dramatically decreases COVID-19 spread, hospitalizations, and deaths,” said California Health and Human Services Secretary Dr. Mark Ghaly. “We may need to take more stringent actions if we are unable to flatten the curve quickly. Taking these hard, temporary actions now could help prevent future shutdowns.”

“We are asking Californians to change their personal behaviors to stop the surge. We must be strong together and make tough decisions to stay socially connected but physically distanced during this critical time. Letting our guard down could put thousands of lives in danger and cripple our health care system,” said Dr. Erica Pan, the state’s acting Public Health Officer. “It is especially important that we band together to protect those most vulnerable around us as well as essential workers who are continuing their critical work amidst this next wave of widespread community transmission across the state. Together we prevented a public health crisis in the spring and together we can do it again.”

COVID-19 case rates increased by approximately 50 percent in California during the first week of November. As a result, Governor Newsom and California’s public health officials have announced a list of measures to protect Californians and the state’s health care system, which could experience an unprecedented surge if cases continue their steep climb.

On Monday, the state pulled an emergency brake in the Blueprint for a Safer Economy putting more than 94 percent of California’s population in the most restrictive tier. The state will reassess data continuously and move more counties back into a more restrictive tier, if necessary. California is also strengthening its face covering guidance to require individuals to wear a mask whenever outside their home, with limited exceptions.

Late last week, the state issued a travel advisory, along with Oregon and Washington, urging people entering the state or returning home from travel outside the state to self-quarantine to slow the spread of the virus. The travel advisory urges against non-essential out-of-state travel, asks people to self-quarantine for 14 days after arriving from another state or country, and encourages residents to stay local.

  1. When will our dictator realize that he can’t mandate the virus away? Our response needs to come organically from the community, based on guidance from a variety of experts, and leadership from our politicians, not through orders and mandates. Especially when they come from politicians who don’t abide by those same orders and are not backed up by publicly disclosed science and research. By continuing these unconstitutional orders (confirmed by recent court case against Newsome), especially when he’s not following them himself, he’s encouraging acts of civil disobedience and pushback against these infringements on our rights, which results in more, not less, higher risk behavior. Whether you agree with the measures taken or not, how these measures are implemented matter.

  2. His name isn’t Newsome. He’s totally able to issue public health directives. He’s listening to epidemiologists, not your social media hucksters. Our response to the pandemic has been handicapped by the sociopathic proclivities of the people who share your attitudes. Enjoy the curfew, it’ll help save lives.

  3. Sorry for my typos from the phone Mac, looks like you knew who i was talking about. There are plenty of non-social media, science based studies and facts to counter the standard narrative , but that doesn’t really matter here on Edhat when the typical response to my posts involve name calling and deflection vs. actual discussion. You should stay home, stay safe, wait for a vaccine and you’ll be fine. Same goes for everyone else that encourages a response that destroys other people lives and livelihoods. Just stay home, you have that choice.

  4. A lot of people are using this virus as an excuse to exert their control issues on others. Not just the politicians, but neighbors, friends and relatives. It is quite disconcerting. I don’t understand why people insist that we must all be under lock and key in order to keep THEM safe. They can feel free to stay home and hide for as long as they want. The rest of us can choose to take the risks. In the meantime, we should work to get Newsom recalled. We need a much better governor. One that at the very least follows his own rules.

  5. Willful ignorance as displayed in all these defiant comments is hard to correct, because it’s not evidence based. That’s unfortunate, but most people are smarter than that, luckily. It’s too bad that the delinquents can cause the deaths of others through their intransigence, though.

  6. Wow, a lot of whining about wearing a mask and staying away from large gatherings for awhile. I’m glad this sampling of whiners was not around during the time of the Greatest generation who, when called upon to do their duty for society, answered the bell to fight in WW II, because we would have gotten our butts kicked.

There are dozens of variables that influence how fast covid-19 spreads, e.g. population density, ambient temperature / humidity, mean population age, viral dynamics, accumulated viral load, individual immune response, levels of vitamin D and zinc, prevalence of MMR vaccine, etc. It would be good if Mr. Newsom could refer to a single peer reviewed paper that supports his idea of a curfew as a way to mitigate spread of this virus.

It is more like the Vietnam War where part of the population was hopped up on anti-communist propaganda (pro-shutdowns) and the others (anti-shutdowns) didn’t like the sacrifice of our soldiers (small businesses and working class) in an hamstrung attempt to defeat communism (covid-19) so the politicians can stay drunk on power and the wealthy could feel safe and profit off war — Amazon, Walmart, big pharma etc. have made BILLION$ this year, and the white collar jobs (those who got out of the draft) haven’t missed a paycheck working at home–. Did it to any good? No. Did communism go away? Also no, and neither will this virus. It will become endemic, like every other corona virus, even with a vaccine, which may be needed each and every year, just like influenza, which is also endemic. Stay home, stay safe, that is your choice. Don’t “draft” unwilling workers and small businesses into war they don’t want to be in just so you can feel safe.

  9. What a nonsense analogy, especially since you’re arguing for money over lives. SARS-CoV-2 is many times more deadly than common colds and influenza (which is bad enough). That’s why we vaccinate – to keep people from dying.
    You can’t seem to grasp that, in the long run, the open up policy results in even worse damage to the economy you are so concerned with. Sorry, but money is not the most important thing right now. Anybody with an ounce of analytical aptitude can see the pattern: Open up, virus explodes and people die, shut down, virus abates, open up, virus explodes and people die, shut down, virus abates. How many times do we need to repeat that cycle before you figure it out?
    Because the stupid actions you favor may lead to the death of other people, it’s not just a matter of your choice. Nobody can tell who is at risk, since a lot of the really deadly effects seem to stem from genetic differences in individuals as to whether they produce auto-antibodies to some interferons.

  10. Wrong Mac, money = lives. Poverty /malnutrition = shorter life spans. There will more high school dropouts becuase of this, not having a high school degree leads to a shorter life spans. Developmental disorders exacerbated = shorter life spans. You are blind to the health related consequences of our response to covid. And the flu? imagine how deadly that would be each year I’d we didnt have a vaccine so yeah, I think flu w/ no flu shot is very comparable to covid. If you’re able to work from home and still get a paycheck, you should have no say in how we respond to covid, JUST STAY HOME.

True, we could use a better social support system in this country for disasters, poverty, racial inequality, and medical care in general, but we’re too obsessed with profit and the republicons block any attempts to improve things. Also, If we continue to allow people to make us follow guidelines (not laws) that make THEM feel good it will never end. Look what happened with being PC, it never ends, people are never satisfied and still get offended and will “cancel” you even though you bent over backwards and walked on eggshells trying to please them or make them feel accepted.

We can argue on and on about what’s happening and how best to approach it, etc. But hey, can we all just agree on one thing? … Newsome is a FOOL for going out and having dinner with a bunch of lobbyists given his position, the orders he’s so’itarily given us county by county, and our current state of affairs?   15. It is true that almost all businesses, large or small, care only about profit, and only look at the short term. If you cared about businesses, you wouldn’t advocate for a policy that does them more damage in the long run.

  16. I doubt that will ever happen. We hardly have enough police to deal with actual life threatening situations, much less perceived assaults. Your emotional problems, insults and control issues will not hamper my ability to enjoy MY life. As the old saying goes, “people who can’t control themselves, control the people around them.” So stay home, wear a mask and mind your own business.

  17. I have a couple of Ration Stamp books from WWII which belonged to my grandparents in San Francisco if anyone wants to know how “personal freedom” was made to take a back seat to the war effort. The list is too long to mention here, but if you are not informed about the sacrifices that ALL Americans endured fro 1941-1945, you might not think that wearing a mask when away from your home and keeping six feet apart from people, and not congregating in large groups such an infringement upon your rights. This is a public health emergency, and your rights stop when they infringe on mine.

Nazis alone executed 8 million civilians F.F.S. There is zero comparison between covid-19 and WWII and trying to do so is an insult to those that lived through it. The greatest generation would have looked and covid and wondered what everyone was so worked up about. SB Barbarian I think you made your position clear with the last sentence – you’re rights are more important than others rights. No one is preventing you from doing anything, you are the one trying to restrict others.

  20. VOR – No one is comparing the death toll to WWII. It’s about what we, as a nation, had to endure to support our troops fighting overseas. Yeah, wearing a mask is nothing like the rationing they had to do. That’s the point. We all came together back then to do much more. People today cry and moan about having to wear a little piece of fabric over their face for a few minutes a day. Quit your crying. It’s getting old.

  21. VOR – it’s masks, distancing, avoiding large gatherings, washing your hands, re-thinking your holiday plans, etc. What else? What is so tyranical? The curfew? Pshhhh that’s nothing. Most cops won’t enforce that. If they do, well, then oh well. It’s an order related to the public health. It’s really not a lot to ask of all of us. If it will help to get my kids back in the classroom and on the ball field again, then I’m happy to suffer some minor inconveniences. If cops start breaking up family holiday dinners and rounding up people on the streets after 10pm, then I might see your point. At this point, the only thing really REQUIRED is distancing and mask wearing. The others, while “orders” are toothless and I’m not too concerned about.

  24. How can so many continue to support our State and County leaders when after 9 months they continue to buck science and the recommendations of the CDC for the most precious members of our community?

The truth is, for kids K through 12, ONE OF THE SAFEST PLACES THEY CAN BE, from our perspective, IS TO REMAIN IN SCHOOL. And it’s really important that — FOLLOWING THE DATA, making sure we DON’T MAKE EMOTIONAL DECISIONS ABOUT WHAT TO CLOSE and what not to close. And I’m here to say clearly: The data strongly supports that K-through-12 schools, as well as institutes of higher learning, really are not where we’re having our challenges. And it would be counterproductive, from my point of view — from a public health point of view — just in containing the epidemic, if there was an emotional response to say, “Let’s close the schools.”

  25. I don’t understand something. This virus scares me. I would never have had dinner at French Laundry like Newsom did. So does that mean, he’s not scared? Or am I too scared? Or, does he know something we don’t [along with those lobbyist and doctors that were with him]? It makes no sense to me, now he issues a curfew for times when most people aren’t milling about anyway. Doesn’t add up.

  26. Plenty of outbreaks are being traced to colleges. Other schools, not so much. The fact of the matter is – schools are safe as long as other measures are being taken outside of schools (indoor restaurants, bars, large weddings, church services – not safe).
    We aren’t willing to shut the rest of the economy for schools…so here we are.

Or, does he know something we don’t [along with those lobbyist and doctors that were with him]? — Not really, they have the same facts but they also don’t pay attention to the main stream fear mongering media (who make more money the more scared people are). They know that with some basic preventive measures (handwashing, not touching faces, not sneezing/coughing spitting on people) you can significantly reduce the chance of catching the virus (did you see any masks? no, as it’s not nearly as critical tool as they’re emphasizing to the public otherwise they would have worn it to protect each other right? It’s a symbol, the science behind masks is psychology not epidemiology). For those at the table, IF they catch corona, 99.5-99.97% of the time they will be just fine. You’re are right, a lot about our response to covid doesn’t add up. What also doesn’t add up is that part of our American culture is to question authority and hold them accountable, why is that not happening?

  29. LETMEGO exactly. That is why this is just like a power trip in my book. Most people are not milling about after 10 p.m. especially those with full time jobs. I do my food shopping later at night to avoid crowds and will continue to do so regardless as I believe that is considered essential. Considering most crowds and activities occur between 10 a.m. and 9 p.m. this “curfew” is dumb and ineffective.

If one person, whether or not he/she is famous, responsible, or xxx, does not set the correct example, that should not negate the scientific fact that not wearing masks, people congregating inside, not social distancing, and washing hands helps spread the virus. It’s common sense based on the best science available. To play, “What Aboutism” is not productive.

Curfews are in the catagory of ‘Do something, Anything!’ Fact is, according to new studies, there may be over 100 million US people who have already been infected, which, if true, says you will never catch up and ‘solve’ the problem with testing, tracing and quarantines. Rather, masking, distancing and eventually vaccine/s may help, but like the flu and common cold, it isn’t going away. but will run a seasonal course.

  34. Sac-get a grip, if the police agreed with Newsom’s rules you would have people being tackled to the ground for walking down the street with no mask, homes being raided for breaking gathering rules or curfew and much more, it would be very bad. Thank god the cops disagree.
