Recognizing this to be unusual, he investigated further. The Sergeant contacted a truck driver in the parking lot who described a female exhibiting unusual behavior, who left in the direction of the Direct Relief building. The sergeant discovered broken glass and requested additional law enforcement to assist. This preliminary investigation led to the discovery of a burglary in progress, and subsequent arrest of Victoria Zhou (DOB 6-21-99).
