Frequent Power Outages

Just asking, but has our electrical service gotten much worse in the last eight months?
We live in a 55+ residential community near Figueroa and Garden and in the last eight months we’ve had six blackouts, only three of them scheduled. We have a neighbor who is in her 90’s, and we are concerned about her dealing without heat, or with it, when summer arrives. We’ve never experienced this before.
Electrical service prices have increased, and so have the blackouts. Is there some plausible explanation for this?

Lot of electrical work happening on the westside. We get notifications for scheduled maintenance at least once a month now.
