In the early morning hours of January 1st, officers responded to a report of a disturbance on the 200 block of West Victoria Street in the City of Santa Barbara. Upon arrival, the officers found two victims with gunshot wounds: 24 year old Jesus Armando Reyes and 19 year old Tomas Garduno Arzate, both from Goleta. Reyes was pronounced dead at the scene; Arzate was treated at Cottage Hospital for his injures and later released.
The resulting investigation led to the arrest of Adrian Ramon Campos, 25, for accessory to murder and unrelated drug charges. The arrest took place on January 12, 2018 at his residence in Goleta.
On Sunday, January 14th, 2018, 30 year old Brian Charles Ruiz, of Santa Barbara was arrested at the San Ysidro, California border crossing for the murder of Jesus Reyes, and attempted murder of Tomas Arzate.
Investigators are currently looking for an additional suspect, 25 year old Joel Angel Campos, also wanted for the murder of Jesus Reyes and attempted murder of Tomas Arzate. Campos, the brother of Adrian Campos (above) is described as a Hispanic male adult, 5’ 8”, 190 pounds, with shaved brown hair and brown eyes. Campos also has distinctive tattoos that include “Santa” & “Barbara” on the outside of his left and right arms, respectively. Campos has ties to the Santa Barbara area, Lompoc, and Visalia.
Investigators have been actively working this case since New Year’s Day. Information obtained through the course of this investigation has developed into numerous leads for subjects who aided both Brian Ruiz and Joel Campos in evading capture. It is likely that additional arrests will be made for accessory to murder in the coming days.

District Attorney Joyce E. Dudley announced today Brian Charles Ruiz and Joel Angel Campos have been charged with the January 1, 2018 murder of Jesus Reyes.
It is further alleged that a firearm was used by Brian Charles Ruiz and Joel Angel Campos in the murder of Jesus Reyes while they were active participants in a criminal street gang.
Brian Charles Ruiz and Joel Angel Campos have also been charged with the attempted murder of a separate alleged victim on January 1, 2018, and it is further alleged, as to the second victim, that a
firearm was used by Brian Charles Ruiz and Joel Angel Campos causing great bodily injury.
Additionally, Adrian Ramon Campos has been charged as an accessory to the murder of Jesus Reyes on January 1, 2018.
Joel Angel Campos is scheduled to be arraigned on the charges in Department 8 of the Santa Barbara Superior Court on January 23, 2018.
The arraignments of Brian Charles Ruiz and Adrian Ramon Campos will occur on January 31, 2018, in Department 8 of the Santa Barbara Superior Court.
