Does anyone know what is going on with HWY 101? HWY 101 South bound was almost completely stopped so a family member got off and took Cabrillo and has been parked near the Bird Refuge for 30 minutes. A broken down dump truck has blocked traffic going 1 way, but heading into Montecito traffic is stopped. With 101 stopped and traffic stopped at the Bird Refuge there has to be a bad accident or something.
