Public Comment on Coastal Commission

Negotiations between Hollister Ranch and the Coastal Commission have resulted in a plan to have a 3/4 mile stretch of beach open to the public, however, this beach is 2 miles from parking at Gaviota so access would only be by boat, kayak, paddle. A judge will rule on this issue in July and has given the public until the end of June to comment. This is information I read in the Independent and the LA Times.

Nowhere did it mention how or where to comment. Does anyone know how we, as the public, can make our thoughts on this known on this issue?
